Pluggable Strategies and Dynamic Topology

The runtime exposes versioned, digest-bound strategy registries for allocation, team formation/negotiation and evidence fusion. Reference implementations are deterministic and can be replaced by an explicit strategy identifier and version.

Dynamic topology supports coordinator election/replacement, team split, merge and federation. Each transition binds the previous topology digest, next epoch, evidence, authority policy and lineage. Activation is gated and rollback is receipt-producing.
