Governance and authority
Agent Morphogenesis separates the right to propose a change, the right to approve it and the authority to perform its effects.
Decision routes
MorphogenesisDecisionPortV1 normalizes five policy-selected routes:
local_policy— a closed local rule authorizes the exact candidate;authorized_agent— an agent with a current explicit decision mandate;authorized_person— a person acting within the same scoped contract;collective— a certified collective decision or quorum;composite— multiple required principals with independence checks.
No route is inherently preferred and no route inherently requires a person. Membership, role, Trust, capability, proposal authorship or model confidence alone is never a decision mandate.
Independence and self-interest
Policy can require proposer/decider separation and independent assessment. An agent can be prohibited from approving its own creation, promotion, authority expansion, retirement avoidance or descendant creation. Composite review requires distinct approved actors when policy demands it.

Every binding includes exact scope, proposal, policy, morphology epoch, relevant subsystem epochs, actor or certifier, issue time and expiry.
Authority ownership
- Agent Factory and Agent Lineage own creation and lineage.
- Collective Membership owns enrollment, exclusion, resumption and retirement.
- Inference Control owns governed role evolution.
- Team Formation and Dynamic Topology own Team state.
- Work Contracts own individual work authority.
- Action Gateway owns protected external effects.
- Governed Durable Workflows owns process execution.
- Morphogenesis owns the proposal, domain receipts and narrow morphology head.
Agent Rooms and Agent Mesh may display or transport Morphogenesis records, but they do not acquire these authorities.
