Governed Runtime Facade

The governed runtime facade composes the open-core control surfaces into one provider-neutral mission cycle:

observe → partition → topology → strategy → approval → inference → effect → forensics

Import it from @agentplat/collective-runtime/governed-collective-runtime and provide handlers for each phase in the reference-integrated profile. Every cycle returns a content-addressed receipt and updates mission epoch, revision, cycle and predecessor digest.

For restart-safe lifecycle transitions, use pauseAsync, resumeAsync, safeStopAsync, recoverAsync and abandonAsync. Configure durableStore and idempotencyLedger from @agentplat/collective-runtime/durable-runtime-state; repeating an operation with a different input digest is rejected.
