Agent Genesis creates a new governed agent lineage when the existing catalog and bounded candidate view cannot satisfy an evidenced capability need.

Sandbox and probation do not grant Membership, Work or action authority. Admission is a separate reviewed transition through the existing Agent Factory, Agent Lineage and Membership owners.

• exact parent profile and lineage ancestry;
• bounded creation depth and population budgets;
• capability additions backed by declared evidence;
• authority attenuation from the parent ceiling;
• independent synthesis certification;
• explicit review mandate and conflict checks;
• attestation before productive Work;
• durable compensation and retirement paths;
• authority-neutral Room and Mesh projections.

Agent Genesis is not arbitrary code generation and deployment. Candidates are declarative, policy-bound and must cross the same governed boundaries as any other agent creation.
